No. Store ranks unlock cosmetics, more /sethome slots, a chat tag, and a few QoL perks (faster /back cooldown, larger AH listing limit). They do not give you items, money, kits, or PvP advantages. Full breakdown in Ranks & Perks.

Run /ping in-game — that’s your client-to-server latency. Anything under 80ms is great, 80–150ms is fine, 200ms+ starts to hurt. If TPS is the issue (not your ping), /tps shows it. Below 18 means the server is struggling and staff are likely already paged.
